Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS candidates must meet the open competitive minimum qualifications for this position. The qualifications are:Open Competitive:A bachelor's degree and three years of professional experience in the preparation and review of environmental impact analyses, requiring knowledge and application of state and federal environmental laws, regulations, methods, procedures and standards, which includes the preparation of technical analyses on environmental impact matters, providing consultation on environmental impact laws, rules, and regulations or conducting office evaluations and field investigations related to environmental regulatory programs.A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.Promotional:You must be a qualified employee of the New York State Department of Transportation, New York State Thruway Authority, or New York State Canal Corporation and have had one year permanent competitive or 55-b/55-c service as:EitherA. An Environmental Specialist 1 OR Landscape ArchitectOrB. An Assistant Engineer (Civil/Transportation) or Transportation Analyst where at least 50% of your duties involved the preparation and review of environmental impact analyses requiring knowledge and application of state and federal environmental laws, regulations, methods, procedures, and standards. This experience must include either preparing technical analyses on environmental matters or providing consultation on environmental regulatory programs.

Duties Description Under the direction of a Professional Engineer 2 Civil / Transportation, the incumbent complete the following duties:• Act as Department lead and provide management oversight for 11 Regional Construction Environmental Coordinators who perform quality assurance and technical assistance to Regional Construction Capital Program Engineers, ensuring environmental compliance associated with federal and state water quality, air quality, contaminated/hazardous material handling endangered species, invasive species, cultural resources and noise regulations.• Responsible for development, implementation and updating of standard specifications and associated capital program construction inspection and administration guidance related to multiple environmental areas including asbestos, contaminated/hazardous materials, lead paint, SPDES/stormwater and concrete slurry.• Provide technical assistance to Main Office and Regional staff in association with specifications, special notes and plans for capital program project design work involving asbestos, contaminated/hazardous materials, lead paint, SPDES and concrete slurry.• Provide technical assistance to Office of Environment, Consultant Management and Contract Management in association with consultant selection for asbestos, contaminated/hazardous material and air quality term agreement contracts.• Act as Department lead contact for regulatory agency liaison activities and interpretation of in-place programmatic agreements involving hydro-demolition concrete bridge deck work (NYSDEC), asbestos abatement (NYSDOL) and NYC Watershed work (NYCDEP).• Act as lead Department technical liaison between executive management and involved federal and state agencies/authorities for Stewart Airport as interim remedial measures are implemented to address ongoing ground and surface water PFAS contamination.• Provide annual and periodic environmental training to Main office and Regional staff in the areas of asbestos, contaminated/hazardous materials and concrete slurry.• Responsible for the NYSDEC annual contractor reporting associated with the Diesel Emission Retrofit Act (DERA)Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
