Brief Position Overview

The Director of Program Development & Evaluation is responsible for providing leadership and coordination for, and staff development related to the entire program development process including assessing needs, evaluating programs, reporting outcomes, and communicating impacts. The Director will also lead reporting efforts for the organization providing leadership for use of Faculty Success, compiling data and writing legislative reports, and working collaboratively with Extension Administration and the Montana Agricultural Experiment Stations to write and submit federal plans of work, accomplishments, and impacts.

General Statement

Founded in 1893, Montana State University is a comprehensive Land Grant University with over 18,000 students system-wide with campuses in Bozeman, Billings, Great Falls and Havre. It has widespread Extension programs and is committed to the land grant mission of providing the services of the university to citizens and youth throughout the state. MSU Extension has a field faculty staff of over 90 Extension Agents representing counties and tribal communities across the state, with 50 specialized faculty and professional staff located in Bozeman and other locations.

Program offerings include agriculture and natural resources, 4-H youth development, family and consumer sciences, and vitality. MSU Extension Programs focus on bringing university research and services to local communities via county and tribal agents with support from statewide specialists. We seek approachable individuals who work professionally and effectively with diverse individuals, possess effective interpersonal, written and verbal communication skills and have the ability to contribute positively to the academic success of the students and the mission of Montana State University.

Duties and Responsibilities

  • Provide leadership, orientation, and ongoing professional development to Extension faculty in the program development process including coordinating assessments to identify community needs, evaluating program efforts, reporting outcomes, and communicating impacts.

  • Establish and maintain ongoing relationships with internal Extension leaders and Extension faculty in order to create new and expanded opportunities to quantitatively and qualitatively showcase the successes and impact of the organization.

  • Collaborate with Extension faculty across the state on the development of evaluation tools, instruments, systems, and strategies.

  • Identify, develop, and disseminate educational resources on program development and evaluation to assist faculty in all program areas.

  • Collaborate with University professionals providing leadership for faculty impact reporting within the Faculty Success tool (formerly Digital Measures) to ensure software features and enhancements are optimized for evaluation efforts.

  • Work collaboratively with the Extension Administrative Team, Communications unit, and others to synthesize information and maximize the utility and effectiveness of Faculty Success in order to provide outcome and impact information for a variety of reports.

  • Facilitate alignment and lead preparation of the Federal reporting including the Plan of Work, and Annual Report of Accomplishment for MSU in collaboration with Extension Administration and the Montana Agriculture Experiment Station.

    Required Qualifications – Experience, Education, Knowledge & Skills

  • Master’s degree in discipline related to the work of Extension (e.g. Education, Agriculture, Family and Consumer Sciences, Positive Youth Development, Public Health, Natural Resources, Community Development and/or program development and evaluation).

  • Demonstrated experience utilizing the program development process including assessing needs, evaluating programs, reporting outcomes, and communicating impacts.

  • Demonstrated experience developing, implementing, and evaluating training and professional development for adult learners.

  • Demonstrated experience compiling and synthesizing data and communicating impacts to stakeholders.

    Preferred Qualifications – Experience, Education, Knowledge & Skills

  • Doctorate in discipline related to the work of Extension (e.g. Education, Agriculture, Family and Consumer Sciences, Positive Youth Development, Public Health, Natural Resources, Community Development and/or program development and evaluation).

  • Demonstrated experience designing and implementing program and process evaluation activities, including experience conducting statistical analyses and/or qualitative data analysis.

  • Experience preparing protocols and instruments for program evaluation.

  • Understanding of Extension, including its mission, vision, goals, policies, and infrastructure.
