BRIEF POSTING DESCRIPTION:

The P CB BILLING Department of the P REVENUE MANAGEMENT Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Professional)

JOB FUNCTION:

Provides corporate-wide leadership and support for implementation and optimization of policies, programs, and procedures for commodity and non-commodity billing and other related financial transactions through the Customer Information System (CIS) for Hawaiian Electric, as well as through any other billing related system, such as the MV90, or future systems such as a Meter Data Management System (“MDMS”). Supports the Revenue Management Supervisor, Director, and Manager as the subject matter expert in the administration, management and support of all matters pertaining to billing functions. Also functions as the “power user” of the CIS billing functionality providing support to end users and is tasked with trouble shooting, resolving issues, and identifying defects and areas of improvement in the CIS billing functionality. Provides guidance on the configuration within CIS to support and enhance the solution and is responsible for identifying and providing leadership and support in resolving functional errors in the system. Provides input and guidance on functional documentation and specifications, and development efforts with the functional and technical resources within the CIS Support Team, in accordance with established Rules and Tariff. Provides accurate, timely, and effective financial information, analyses, recommendations, and administrative services. Analyzes special or complex rate and billing situations. Researches, assesses need, and gathers data to develop, coordinate and implement recommended solutions. Supports the Revenue Management functions as it relates to all areas within the Customer Service(“CS”) process area, as well as other departments, including Corporate Accounting. Also provides leadership and support for new initiatives to streamline and improve billing options for the Companies’ customers. Functions in the CS organization with input and guidance from the Revenue Management Supervisor, Director, and Manager. Works closely with all members of the Revenue Management section and other CS Supervisors, Directors and Analysts, CIS Support Team members and neighbor island Supervisors and functional administrators to ensure corporate consistency in work products and processes. Recommends, leads, and implements department/division projects, initiatives, and assignments. Supports the Revenue Management team in matters relating to the section’s forecast, budget, and special projects. Also functions as acting Supervisor in Revenue Management, from time to time, as needed.

ESSENTIAL FUNCTIONS:

  • Leads, coordinates, and facilitates corporate-wide efforts to maximize and improve the consistent application of policies, programs, and procedures for commodity and non-commodity billing and related financial transactions, by providing the following support to process owners and end users:

  • Define and lead business process strategy for commodity and non-commodity solutions that support the Companies’ initiatives. Organizes, plans, collaborates, participates with cross functional working groups in the Company to implement new pricing tariffs, processes, and procedures.

  • Leads and supports projects and initiatives that will result in increased user effectiveness, improve system accuracy and efficiency, cost containment as well as increased customer satisfaction.

  • Establish process/workflow improvement priorities for the process areas in conjunction with the overall organization’s improvement goals.

  • Participate in process design activities and workshops.

  • Facilitate consensus and propose business processes for the Companies.

  • Plan business process and functional application solutions. Analyzes special or complex rate and billing situations. Research, assesses need, and gathers data to develop, coordinate, and implement recommended solutions. Develops and maintains databases and spreadsheet applications for complex and specialized billing situations maintained outside of the CIS.

  • Assist in defining and validating business requirements, including the identification and assessment of gaps between such requirements and functional capabilities of any process and corporate initiatives.

  • Develop training materials and provide training to process owner(s) and end users for all billing areas.

  • Assists the Revenue Management team with managing the area’s SOX Reports and General Ledger Reconciliation related to SOX controls. Coordinates audits with internal and external auditors. Provides support and manages documentation for the section’s forecast and budget related matters.

  • Provides functional support for the CIS billing functionality as a “power user” for Company end users.

  • Investigate functional problems and requirements and provides functional advice and solutions.

  • Assist with functional impact assessment of changes to the CIS as patches and service packs are rolled out by the CIS Support Team.

  • Researches, assembles, coordinates, and maintain Section’s training material and document all required Business and Regulatory requirements to enable understanding and resolution of system and or/process issues.

  • Assist in training users by developing documentation of business policy and procedural changes, communicating changes, and performing informal and formal training.

  • Serves as subject matter expert (SME) to business unit on internal controls and accounting issues. Ensures documented procedures and controls are in compliance with Sarbanes-Oxley Act (SOX).

  • Review and approve updates to the CIS rate databases for all Companies in accordance with published Tariffs approved by the Hawaii Public Utilities Commission (PUC).

  • Collaborates and coordinates with other sections in the Company to implement new pricing structures/tariffs and validate accuracy of calculations to meet SOX compliance.

  • Provides assistance to Supervisor, Director, and/or Manager with rate case testimonies, information requests, and other special projects as requested.

  • Substitutes for Supervisor when required. Other duties as needed.

  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

    BASIC QUALIFICATIONS:

    Knowledge Requirements

  • Thorough knowledge of SAP Billing modules and financial systems.

  • Working knowledge of other SAP modules and functionality as it relates to billing and revenue reporting.

  • Thorough knowledge of electric utility and non-utility billing, forecasting, budgeting methods and systems, payroll, and financial information systems; management theories and practices normally acquired through college level courses or equivalent experience.

  • Working knowledge and proper interpretation and application of company’s tariff and rates, rules and regulations and collective bargaining agreement.

  • Working knowledge of personal computers and/or mainframe systems. Demonstrated proficiency in using PC software programs (spreadsheets, word processing, database, presentation, and graphics) for fairly complex applications.

  • Working knowledge of data processing and security concepts and techniques.

  • Bachelor’s degree in Accounting, Finance, Business or related discipline preferred.

    Experience Requirements

  • Several years (3-5) of experience in billing and rate design.

  • Several years (3-5) of experience in accounting, budgeting/forecasting, finance, project development, implementation, monitoring, evaluation, and assessment (QA).

  • Multiple (7) years in related Customer Service experience in the utility industry with increasing responsibilities, or equivalent experience.
