Naval Facilities Engineering Command PROGRAM ANALYST in Honolulu, Hawaii

Responsibilities You will be responsible for the initiation, management, execution, and reporting of command fund sources. You will support managers with the development and input into the Budget Allocation Plan (BAP), Operating Target (OPTAR), and other resource management tools. You will be responsible for various programs that may be newly developed and/or newly utilized within the command. You will utilize the General Fund (GF) Business Model, annual budget planning and preparation, and job order accounting. You will use advanced analytical thinking, data analytics, and metrics to identify key focus areas and shortcomings in programs, and optimize processes and programs. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating, monitoring, and tracking funds for an organization by pulling and generating reports, tracking and plotting data, uploading and analyzing data from various funding data bases (CFMS, eTracker, ERP, Citris, Cognos, etc); 2) Preparing, tracking, and processing funding requests; 3) Identifying, consolidating, and allocating data, and developing recommendations of funds received and spent; and 4) Utilizing General Fund business model, annual budget planning, job order accounting, and MAXIMO, with ability to analyze work execution and fund expenditures. OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in a related field.
