Facility Security Officer (FSO) / Insider Threat Program Senior Official (ITPSO)

About the Position:

This is a dual role in which the Facility Security Officer (FSO) will have direction and oversight for all major security and safety requirements, functions and procedures company-wide. The FSO oversees activities in support of the organizational mission, ensures the fulfillment of obligations related to contracts, and assures compliance with relevant federal, state, local and foundation regulations. The FSO is responsible for the safeguarding, handling, marking, and control of classified information, in order to comply with the Department of Defense (DoD) guidelines, personally identifiable information (PII) and private data/intellectual property and operations.

As an Insider Threat Program Senior Official (ITPSO), you will be responsible for establishing and executing a DCSA compliant Insider Threat program at the corporate level that meets or exceeds 32 Code of Federal Regulation Part 117, "National Industrial Security Program Operating Manual," Rule. The Insider Threat Program Senior Official (ITPSO) will perform duties in support of the company's security program, Facility Security Officer, and Senior Management Official and oversee the development, collection, analysis, and reporting of information across the company to support the identification and assessment of insider threats and mitigate the risk of an insider threat.

Required Skills/Abilities:

  • Ability to effectively communicate information to various audiences verbally and through written communications.
  • Ability to exhibit flexibility, set priorities, and manage customer expectations in a fast-paced environment.
  • Maintain facilities operations, supporting projects, providing response and coordination of resolution for specific internal customer requests, equipment maintenance, and coordination with building maintenance and cleaning personnel.
  • Process clearance processing, physical security, and document control.
  • Excellent customer service/communication skills including conflict resolution.

Duties/Responsibilities:

  • Supervise daily security activities and enforce company and government security policies.
  • Process requests for government granted personnel security clearances. Ensure compliance with applicable government directi es.
  • Perform access control responsibilities including managing badges, access cards and visit requests.
  • Establish and maintain working relationships all levels company and government personnel.
  • Create and update security plans, procedures, and instructions.
  • Develop and execute security education programs.

Direct and administer the industrial security programs to ensure compliance with government and company security regulations. Serve as the primary interface to all levels of management in the areas of industrial security.

Ensure timely distribution of Department of Defense regulations concerning classified information.

Oversee investigations involving fraud, theft, sabotage, espionage, subversive activities or employee misconduct.

Ensure that all cleared employees are advised of their individual responsibilities for safeguarding classified information.

Conduct self-inspection programs for the purpose of evaluating all security procedures applicable to SOI and maintain records of self-inspections for management review.

Assume the role of a Trusted Business Partner for business units/key personnel as assigned by the Deputy Director of Operations.

Develop, implement and sustain a behavioral quality-based program.

Prepare, maintain, enforce, and update the QC plans to drive performance using ISO 9001:2015 standards across the company.

Ensure compliance with ISO 9001:2015 standards.

Ensure compliance with policies and procedures and provide guidance on related disciplines.

Conduct audits, inspections to ensure compliance with policies and procedures and implement corrective actions as required.

Participate in the identification and implementation of all continuous process improvement activities.

Establish an Insider Threat Program based on the organization's size and operations.

Establish procedures in accordance with 32 CFR Part 117 to access, gather, integrate, and provide for reporting of relevant and credible information across the facility (i.e., human resources, security, information technology and assurance, management, legal counsel, etc.) that may be indicative of a potential or actual insider threat, to deter individuals from becoming insider threats, to detect insiders who pose a risk, and to mitigate the risk of insider threat.

Oversee the collection, analysis, and reporting of information across the company to support the identification and assessment of insider threats.

Daily operations and management of the Insider Threat Plan and ensures compliance with the minimum standards as set forth in 32 CFR Part 117 and other USG policy documents regarding insider threat programs and policies.

Self-certifies the Insider Threat plan in writing to DCSA.

Provides copies of the Insider Threat plan to DCSA upon request and makes the plan available during DCSA Security Reviews.

Ensures appropriate insider threat training is completed by Insider Threat personnel and all staff.

Works with Information Technology Department to establish user activity monitoring on information systems to detect activity indicative of insider threat behavior. User activity monitoring will be established based on the protection required for the level of information housed and in accordance
