The Position
Personnel Analysts are responsible for performing comprehensive personnel functions for a state department, division or agency. Work may involve employee relations, recruitment and selection, classification and compensation, employee development, benefit administration, staffing and payroll.
Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training. This recruitment aims to fill the position of Human Resource Analyst II within the Agency HR Services section of the Division of Human Resource Management, under the Department of Administration. Operating under the guidance of a Human Resources Officer, the successful candidate will have a range of responsibilities. This position involves leading a team of Analysts who support State agencies with the progressive disciplinary process, necessitating a strong leadership approach and the ability to oversee complex processes. Thorough understanding of NRS and NAC 284, alongside knowledge of various collective bargaining agreements, is essential.
This expertise will inform the determination of disciplinary actions such as oral warnings, written reprimands, suspensions, demotions, and dismissals. The role requires proficiency in conducting investigations for higher-level discipline that includes timely notification to employees regarding allegations, collection of relevant documentation and formulation of interview questions, execution of interviews with the accused and witnesses, compilation of detailed investigation reports, making informed recommendations and, if necessary, preparing for disciplinary reviews and appeals. The Analyst will address allegations of sex- or gender-based harassment and discrimination, ensuring compliance with State and Federal laws. It is critical to offer a neutral environment for discussing EEO complaints, swiftly enacting any needed corrective actions and ensuring the completion of recommended training in a timely manner. Education and Experience (Minimum Qualifications)
Graduation from an accredited college or university with a Bachelor's degree in public administration or a related field and two years of progressively responsible professional personnel experience; OR an equivalent combination of education and experience.Special Requirements
