Job Summary

Under administrative direction, is responsible for managing and implementing, contract initiation, monitoring and compliance activities, in accordance with the City's contracting policies and procedures. Exercises direct supervision over assigned staff.

8:00 a.m. - 5:00 p.m. Monday-Friday

This position is a "grant funded" position, therefore unclassified and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason

Essential Job Functions

  • Oversees the day-to-day workflow distribution, training, and development of staff working with Grants. Manages and coordinates the monitoring of active grant projects.

  • Reviews and continues oversight of existing policies, procedures and management controls and develops and implements new policies, processes, and procedures to improve contract compliance.

  • Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.

  • Ensures contract compliance with all Federal, State, and Local Government laws, regulations, policies, and procedures.

  • Develops and oversees compliance of citywide and outside/subrecipient contracts.

  • Manages Request for Proposals and Reprogramming Process.

  • Reviews and approves Environmental Reviews.

  • Attends and participates in scheduled departmental and professional meetings as needed. Acts as a resource and liaison between division and various departments within COSA as well as external contacts.

  • Performs related duties and fulfills responsibilities as required.

  • Manages, coordinates, and oversees HOME Investment Partnerships Program (HOME), Community Development Block Grants (CDBG), Neighborhood Stabilization Program (NSP) and Housing and Urban Development (HUD) grants.

  • Ensures compliance with HOME, CDBG, NSP, and HUD 108 Grant regulations.

  • Plays key role in providing analysis and recommendations for projects eligible to be funded with CDBG and HOME funds.

Job Requirements

  • Bachelor's Degree from an accredited college or university.

  • Seven (7) years of experience in contract or grants management and compliance or related field, including five (5) years of supervisory experience.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

Knowledge, Skills, and Abilities

  • Knowledge of contract management standards, planning, solicitation processes, contract monitoring and compliance practices.

  • Knowledge of Federal, State, and local laws, ordinances, policies, procedures and regulations pertaining to contracts.

  • Knowledge of personnel administration principles and practices.

  • Knowledge of supervisory practices, procedures, and techniques.

  • Skill in utilizing a personal computer and associated software programs.

  • Ability to understand contract management data, documents, and reports.

  • Ability to understand and interpret financial and cost accounting data.

  • Ability to work independently and perform contract services projects from inception to completion.

  • Ability to communicate effectively.

  • Ability to establish and maintain effective working relationships with co-workers, City Management and their staff, vendors and contract service providers, and the general public.

  • Ability to maintain confidentiality of information.

  • Ability to perform all the intellectual and analytical requirements of the position, including decision-making.

  • Ability to perform all the physical requirements of the position, with or without accommodations.

  • Working conditions are primarily in an office environment.
