Department of the Navy/Assistant for Administration TECHNICAL ADVISOR FOR MANPOWER, ANALYTICS & HUMAN RESOURCE SYSTEMS (MAHRS) in Washington Navy Yard, District Of Columbia

Summary You will serve as Senior Leader and Technical Advisor for the Manpower, Analytics, and Human Resource (HR) Systems (MAHRS) Organization ensuring optimal alignment with the Navy's strategic objectives and operational needs within the Assistant Secretary of the Navy (Manpower and Reserve Affairs) (ASN (M&RA)). MAHRS provides the policy, processes, and technical knowledge necessary to conduct manpower and organizational analyses, develop and approve manpower models and HR information systems. Responsibilities You will serve as the primary expert on all facets related to fathering and fusion of Human Capital (HC)/Human Resources (HR) Total Force (TF) Information Technology (IT) systems, data, and data analytics. You will provide Department of the Navy (DON) leadership with a single consolidation point of manpower data, information, and strategy for internal leadership assessment and external reporting. You will develop DON-wide methods and tools used to define and plan work, assess existing workforce capabilities, and assess manpower-related risks; develop statistical techniques and standardized analytical approaches for leadership across DON. You will apply specialized technical proficiency crucial to conducting organizational/manpower analyses, crafting and endorsing human resources business models, and enhancing information systems/tools. You will serve as a senior leader strategically advising staff to undertake specialized studies and produce comprehensive reports, ensuring alignment with program objectives and technical accuracy. You will play a pivotal role in spearheading the planning, development and analysis of both manpower and IT budgets. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Demonstrated experience in governing a HR IT portfolio and Data domain across an agency of wide scope. 2. Knowledge of Federal IT, Artificial Intelligence (AI), Machine Learning (ML), and Data policies, programs, regulations, and practices. 3. Ability to apply data science to the development of comprehensive human capital business models which can be applied to leadership decision making in a large, dynamic, and diverse organization. Senior Level employees are in non-executive positions whose duties are broad and complex enough to be classified above GS 15 level. Senior level positions involve highly specialized and complex work.
